I know i have done all of that and i'm now trining for the fire type gym but i cannot evolve my rhydon and i cannot revive my cover fossil

I'm stuck at Agate Circus and i don't have any good Pokemons against Fire types. could someone help me revive some fossils and level up some off my Pokemons that i need for the next gym.
