it's lvl 2. it doesn't outspeed anything. Shell bell will only heal when it hits with an attack. Protect might stall for a turn. why? I'm not sure, maybe as a throwaway to help toxic take out some DDer.

I went to one the weekend before last. And it happened to be the afterparty club for a big concert thing that was going down so I got to hear one of the best dj's play mix the music together.

Ice fang is better than stone edge. If only cuz all the ground/drgns and fly/dragons and killing fungi. Gyarados could easily substitute for my Feraligatr, especially on those EQ's or Surfs trying to find my torkoal.
