update, just found him near the combees, guess he was moved lol

I started the Rogue Pokemon side quest, but can't find the pokemon it wants me to defeat. I looked around online and it looks like there's supposed to be a Venusaur around here to fight, but it's not showing up for me. Does it only appear at a certain time of day? was it moved? or am I bugged? I'd greatly appreciate if anyone could tell me what's going on and if this is a bug, how to fix it. thanks in advance
