Edit: I had to fight Groudon again for some reason, but now the door opens.

Hi all, I have recently fought Cera with her Groudon and obtained the Tower Cellar Key, however, when I try to open the door next to Reina (who assisted me in the Garufa Ruins) the door just says locked. Can anyone provide assistance with this? Screenshot for reference. Thanks.
