Managed to figure it out, and I feel like an idiot. seems that one of the mods installed broke this scene. Uninstalling them allowed the scene to play out.

Recently beaten Amber and started chapter 9, only for me to not know where to go next. The quest log says I have to leave the resort to continue, but exiting the building or town does nothing. From what I have found while trouble shooting is that a custscene is triggered when leaving the building, but nothing happens.
