Well the Smogonite term for that tier would be "Suspect." Though it isn't a stable tier, even there. Just a testing tier to see what's too stronk for OU or to weak for Ubers. Regardless a tier like that practically bans the Pokemon from the game, as barely anyone would use a tier that has so few pokemon in it. This is the reason that Borderline battles don't exist, or are of the utmost rarity. Technically here we could do a borderline battle because it's a lot bigger but the borderline is Smogon has like.. 6. If we could fit a lot of pokemon into the tier then we could try it but even then that's complicated and not really worth it.
