Its because these provisionals are way different from season 3's unless your like diamond or challenger your not going to move to far from where you were preseason unless you completely tank the 10 games

riven nerf isn't actually as bad as it seems, nightblue did the math on his stream and the q "nerf" is technically a buff your still losing slight damage on your q early and e nerf is just nerf but gg riot

Ubers wasn't made to be a competitive tier, it was made as a ban list for OU so anything that's to good for OU should go to Ubers. But since we are Reborn, i'd be possible but i just don't think we'd have enough pokes in that tier to make it a good idea for us
