well, you are at the correct spot. are you sure you activated the event but talking to that guy in the building? the only other thing i can think of is the wind, it might be windy? but im really not sure

it has to be raining to start the mudkip event (talk to the guy in the building with all those stairs) but for mudkip to appear it has to be clear weather
