Had no problem evolving Azurill either. Remember that the base happiness of this specific Pokemon is lower than the regular Pokemon like Pidgey or Bulbasaur.

So I thought for a moment, remembered that uzzie/slash/flea in chrono trigger had a different pun in Japanese and they were named vinegar/soyso/mayonna. I chose the one that I liked the most, et voilà.

Oval Stone is sold in 7th street too I believe. And no, no magmarizer yet. For the electrizer, if you did the Elekid event (now removed) you had 5% chance to get one with this held item.

If the Pokemon is a jack-of-all-trade like Metagross or a tanky thingie that can set up like Gyarados (R.I.P), I don't EV-train too much, but of course I'll reduce useless EV to zero thanks to the berries (for example special attack for gyarados. However, for a glass-cannon Pokemon i'll try to get a nice or near perfect EV spread so that it can effectively OHKO.

I played red rescue team and explorers of Sky, both were good for all the reasons mentioned, but I prefer the second one. I also got Charmaner as the main character in both games. You can't imagine how much I abused Smokescreen...
