Dang, thought it might be that... and here's me with sun and rain forecast for the rest of the week

A woman near Shelly's gym asked me to find her lost child but I can't seem to find him. I've seen in a walkthrough where he is meant to appear but he hasn't for me yet. Do I need to be further on before he'll appear? (Just beat Fern after beating Shelly.)
