The Power Plant is to the right of beryl bridge...However... you cannot enter the power plant until you fight another gym leader later in the game...so yea... =w=

Phanpy is in the grass outside of the beryl ward gym. o-o I remember running in to it while training up my Elekid.

You can find elekid at the top of the building with the 3 street rats in Beryl Ward. You can only find it in a ThunderStorm and it has a 5% chance of having the electrizer
