The Base stats are way too high. Generally major legendaries are 680 and 670 while more minor one's are 600 and 580.

Yep. That would be the Tanzan mountain base. Head into the mountain and look for the first path off to your left. You should go through a broken metal gate. Follow that until you get to the dead gaurds and that should the the base.
