How have people been building this? I'm having a hard time finding a decent tank outside of Shuckle, and a useable spinner/defogger is difficult to find. (THere's Kabutops, but. . .)

The bard hurried over and quickly began gathering the small, light valuables, leaving heavier objects behind, while keeping a wary eye on the newly unemployed fighters nearby.

RestTalk with your choice of Ice Beam, Dragon Tail, Scald, and Surf. Lefties for recovery, of course. Investment depends on what you want to do with it. 252 HP is a given, but Sp.A will help you hit back outside of fishing for Scald burns, and Sp.D investment can allow you to stay in on things that normally threaten purely physically tanky Milotic. Alternatively, you could try a sort of sweeper set using Competitive, but I haven't done it.

So I heard Mega Aggron is offensive. The only reason I said I hoped it would be offensive is because I like Milotic and it would be easier to fit onto teams if it offered more than Recover/RestTalk tanking.

I would think MegaMilo would have a more offensive role, since Milotic is an excellent tank currently.

Xavier landed awkwardly after dealing the blow, but he managed to turn the maladroit stumble into a roll (hopefully) before anyone noticed. Caught up in the heat (both figurative and literal) of the moment, he called out, "I'm calling that one mine!" as he sprinted away.
