I think there's a fear that stepping out of comfort zones and "bunnying" will result in either disapproval from fellow RPers or administrative action from you, Hukuna, or a moderator. Knowing that a misstep can result in either discomfort or warning, there's pressure not to go against the grain. Additionally, as you say, there's a dependency on hosts to drive action. I figure a suitable remedy is to encourage RPers to take action by taking the story in their own hands and crafting to it however possible. There needn't be fear of adding to a story.
