i was following this and when i played awhile ago i completed the latest episode and then tried to get starly and it still never worked

idk where to post this because all the topics i seem to find are locked but i got a new computer and re downloaded 1-14 and i still cant get starly i beat gym, its windy, mid day, and im at the rooftop garden. It never showed up on either of my computers i have pokesnax and everything i need help :/
