Attack and Speed EVs are gained so easy against the Tauros and Boufallants at Route 1. If you want both, you fight Tauros and if you want only Attack you fight Boufallants! It's easy cause you don't have to search for specific pokemon in the grass and you can reset them whenever you want :]
the thing about the rooftop garden is that there's only 2 pokemon that don't give attack or speed, venonat and venomoth, so it's pretty easy to avoid those
