As for M-Salamence, it definitely needed to go, it's a dangerous threat in Ubers, OU couldn't even come close to standing up to it

Greninja was a debatable ban, but M-Salamence was definitely not

But would any pokemon have the speed to attack with the ice attacks, expect for ice shard?

Kyurem-B does have a massive attack stat, but it's Speed is lackluster, it's bad defensively for being Ice type which also means Rocks are a huge pain and it doesn't even get a solid physical Ice STAB (which is why many people run special Kyurem-B, which makes me really sad)
