Okay. So, is it not possible to access the Cori-Rogue event if you already bought all the pokemon before episode 16?

I've seen on the forums that the Corin-Rogue event is triggered by talking to the Chief in the Jasper Ward police center. I did that then it said travel to seventh street and buy all the pokemon there. I'm getting the feeling that if you already bought all the pokemon from that spot before, you can't access this event is that true? If not, how can I access the event because after I go to seventh street nothing there's nothing to continue the event.
