If you cant beat Victoria I would suggest posting your current team here, someone will be able to help you. And btw you wont get a badge from Corey, when a gym leader dies/retires he gets replaced and you need to fight the new leader.

No, I did not use any special program/tool to change or play the game, I don't even have the one you mentioned. I tested it normally during my challenge replay. Also I would rather not speak about how to do it since Ame said if people knew how to do this they would probably change it to be more easy rather then making it harder.

It is in a cave in the jungle, somewhere under the bridge. If you are playing during night it is pretty hard to see the cave entrance.

Yep Marshtomp counters it hard. Only Electrode and Emolga are above the lvl cap. I used the same pokemon/strategy like I would normaly. 2xTrubish for Toxic Spikes/sludge, Kricketune, Marshtomp, Goldeen, Espurr, Litleo...all were lvl 19/20. I managed to beat her with Monferno too. ↑ That is all you need to know.

I made this team for Julia. It is pretty hard to beat. I had to reset for good IV's/natures to be able to defeat her. And speed EV train my team. For my challenge replay I remade the other gym leaders to be harder, some of them got mega evolutions, and also Fern, Victoria, Pulse pokemon, meteors...
