I think that the weather is kind of glitchy right now, considering I just watched the Weater Channel and it said it was snowing. Yet when I went outside the weather was clear skies, and the ice cream lady was there (she only appears in clear days IIRC). So that is what might be glitching the Teddiursa sidequest (since it depends on weather to an extent).

I don't know much about the Teddiursa event since it has been forever since I've done it. But see if this video helps. EDIT: After doing some more research seems like the location is randomized, although the last few seem to require clear weather. Here's another possible location. EDIT 2: This video seems to have all locations of the quest.

Since you are looking for a Water Type I'd recommend an Azumarill. I'm a huge advocate of the aqua bunny since it is stupidly powerful when it has Huge Power. Give it Aqua Jet, Waterfall, Play Rough and a coverage move and you're set. Although you could breed Belly Drum on it for some extra power (ie OHKOing the entire game). You already have a Roserade, so I don't see much of a point of getting a Venusaur, Roserade does everything it does but better. (unless you pair it with a Ninetales to abuse Chlorophyll) Since I don't see many Ice types I'd recommend adding either Weavile or Mamoswine, both of them hit like a truck. It's down to preference which one you choose since they are both very powerful mons, just remember to give them egg moves. Leavanny is your only bug, so some more good bug mons would be Volcarona, Heracross, Scolipede (speed boost pass is amazing), and Forretress if you want a more defensive mon. Other than that there's always those pokemon that are just stupidly powerful that are now available. My top pick would be Excadrill. EDIT:

You get Azurill from the mystery egg. If you want I can trade you an Azurill. As for the Weavile I suggested it more because of its Dark type (since without Zoroark you'd be missing Dark coverage), although Bisharp is also a great choise. The only other poison mon that could replace your Crobat that I can think of would be Toxicroak and Gengar. Although the latter doesn't have any Poison coverage moves atm, IIRC.

I don't know much about shock therapy, in fact I never heard it was a thing in the real world until now. I just seems, so... unethical. I've read about it and it seems ECT is only used as a second-line treatment to things like Catatonia (only used first if the condition is life threatening, which in Heather's case it clearly isn't). Also, there is a lack of clinical evidence supporting ECT being effective. Also for things like depression ECT is only used if other treatments have failed or if the condition is life threatening. It seems like electroconvulsive therapy is something that isn't generally advisable to use, it should only be used as a last resort. Not to mention I don't think the shocks from an Electivire can be comparable to the shocks used in ECT. EDIT: As stated above it's a outdated treatment which is only used when everything else fails (because I guess it is better than letting the person die). -

I don't think that Heather had any mental condition/problem, she was just in shock after her father's death. It's natural to act the way she did, especially for young children. The shock therapy only served to traumatize her even further, which is why her depression worsened. You don't go treating depressed/sad people by shocking them, it's something that will pass with time. This can be observed after we met her in Ametrine, she was back to normal (or at least not the same as she was after the death), she just needed some time to heal. -
For a better Dark-type why not try Weavile? It has a lot of power and speed, coupled with some nice options with Brick Break, Night Slash, Icicle Crash, Ice Shard, Taunt and much more. However, be careful when using it in double battles due to its natural frailness and common weaknesses. For the poison type I'd suggest Roserade since you also don't have a grass type and it is a pretty strong mon. I noticed you also don't have a Water type, and there are so many great ones out there. Tentacruel, Starmie, Crawdaunt, Rotom-W, and Jellicent are all great options. But if you want my personal opinion I'd say to go with Azumarill. It can hit ridiculously hard with Huge Power, and if you want you can breed it with Belly Drum. If you manage to get a BDrum off Azumarill will be able to OHKO the entire game and hurt a lot of things badly with Aqua Jet. Just make sure to give the Aqua Jet (for a much required priority). I have one on my team, and it is by far the member with the most brute power.
