The best place to level up is the place where you speak with the Meteor guy and battle Eclipse and Aster under the Grand Stairway, the place with the X door and the glowing walls. I'd also suggest you to grab some Dark types, there's a Zorua sidequest in the magma hideout, there's a Houndour there as well, and dark is in general an easy type to find.

It's absolutely useless untill 39, and then it's better not evolved into Eelektross untill 49 if you want it as a special attacker, or 59 if you want it as a physical attacker. It belongs in the "slow" exp group, and that means it sucks experience at the pace of a legendary or pseydolegendary. All while being completely useless for 29 levels, and then outclassed as well by Amphy, Zebstrika, Heliolisk (except Kiki), Manectric and Magneton.

If you want Misdreavus, go back to E14 and play hide-and-seek with her, there's nothing else you can do. Tynamo is now in an alleyway in Peridot in stormy weather. Very low level, sadly.

If Magneton has Sturdy, keep it for Clefable and just get one Screech of. It'll need 2 Cosmic Powers to fix the drop, so do it and then give it two good special attacks to destroy it. PZ can destroy Claydoll? Really?

First, go to the relearner and get Flash Cannon back to Magneton. Use that and Screech to kill that effin' Clefable. Allthough it has HP Ground, I think, so grab an Air Balloon from the Dpt. Store as well. Start with Claydoll to set rocks OR with Garbodor to use Sludge Wave and turn the field Corrossive. Don't burn it, it won't benefit your team. Be sure to have the rocks ready when Swellow comes, make sure you OHKO it. Best bet is Steelix with Double Edge. Use Claydoll against Porygon, the only thing that can tank it's hits. If PZ has Download, it will also get the useless Att boost from it and not the SpAtt it uses. Pangoro against Girafarig.

I do have a suspicion though that we're gonna get a field that boosts Grass and Bug types without getting burned. Bennett and Laura are a certain E4 and a good bet respectively, and lighting em up in flames is gonna murder them. We never had the chance to do that to Bennett anyway. The very, very obvious champion will benefit from one of the fields Pyrr mentioned, a confirmed E4 got his own private field in E15, we'll see about the rest.

You can go back to E12 to use the TM breeding mechanics and give Calm Mind, Psychic and Thunderbolt to Mismagius or give Energy Ball and Psychic to Chandelure. Follow Etesian's breeding guide and you'll get a special monster either way. Misdreavus defends better on the special side and is faster, Chandelure defends better on the physical side and has the dual STA options. The Reaper Cloth is available after the 10th badge. Not worth it, imo.
