idk about the Mew thing but the dragon tours were tournaments Reborn had monthly in which there were special twists, and the winners of each tour would get an unavailable Pokemon, mainly the Dragon pseudo-legendaries (e.g. Deino, Goomy, Dratini, etc.)

Caves don't have time based encounters. You can find Swinub in Celestine Mt (in front of Shade's Gym), Tanzan Offshoot, Secret Spring, and Mysidia Railcave, or Piloswine at any time in Ametrine City / Route 4 and the Route 3 Caves.

That's before the player is trapped in Agate. I don't think there are any berry growing spots after Agate, or at least I don't remember any.

evolve your wooper; iirc it evolves at lv 20. It's fairly easy with Quagsire

Get the key from the house in Obsidia Park and use it for one of the Coral Warehouses to find the couple.

Again, as I've said before, the recharge doesn't matter when people play with shift on and can switch out after killing something with one of those moves, along with Hyper Beam and Giga Impact... While I can understand making them available so that weaker starters can use them, as Spade said, that also means the stronger starters can use them. Serperior and Blaziken might not be able to make the most of them, due to them relying on setting up, while physical Pokemon like Torterra would prefer other moves, starters like Greninja and Infernape could easily use them to kill something and switch. oh, and ik that the ultimate moves are post game in D/P/Pt too
