Certain Websites on line offer reverse look-up services for unknown numbers. Try one of them. And maybe alert the appropriate authorities about this...

Don't respond. Some types of scammers send out a large amount of messages to random numbers in the hopes of finding someone who responds. Just in case, you should contact someone on the off hand chance that someone is actually in danger, but chances are, it's a bot.
