I think I remember reading fully EV’d Pokémon start appearing around Kiki or Aya though I could be completely wrong about that. I haven’t EV trained any of my Pokémon and have gone through multiple runs of Reborn, so it really isn’t a requirement to beat the game

It's a sidequest you access as soon as you have Surf. Go to Route 3 (East of Goldenleaf) and surf South until you reach River's End

[E18] Anyone have Charmander, Bulbasaur or Eevee

It’s part of a side quest involving Simon from Team Meteor and is only possible to do if you talked to him inside of their base in Tanzan Mountain before battling the Steelix and Pulse Abra. He’s also apparently found during E18’s story if you didn’t talk to him, but I don’t know where exactly. If you talked to him you can find him in Beryl Cemetery and start the quest. I’ll link a video to it below: -

Every non legendary Pokémon (and even a legendary/mythical or few) is obtainable as of E18 Eevee is found in a poke ball at the end of Mysidia Railcave which can be accessed from Chrysolia Forest Charmander is obtainable by using a super rod at the top of Pyrous Mountain Bulbasaur is obtainable in the wild on Azurine Island after completeing its restoration project alternatively, someone might be willing to trade you, but I cannot right now. Sorry -

Personally, I don’t think it’s really a problem in Reborn anymore since pokemon no longer start disobeying you mid battle as of episode 18

The only way I won against her this version was by revive/cotton candy (or is that reborn - whatever its equivalent is in rejuvenation) spamming, and then having it struggle down with a sturdy Pokémon. Probably would be easier if you bring multiple Pokémon with detect or protect with you, but the battle right before with Neved made be bring a different team

There was a trick to this last time that was explained. However, I suspect that explanation will be rigged so we can't use it to predict which one is the dupe. Random Number Generator don't fail me now
