i'd say snivy because it's the only one available at the very end of the game. when your level cap reaches 45 you can breed a fresh snivy and not evolve it till lvl 43 for early leaf storm which is broken -
weavile crest : +20 def and techinican ability added samurott crest : +25 speed and fighting type added minior crest : always shield down form and the crest counts as itemless

and i heard that oshawott is now the prize for the magma gang quest alongside litten for the aqua gang quest, but, does that mean if we pick aqua for example, we don't get oshawott, if so why are they both not listed as limited events in the obtainable list ?
