Have you triggered the missing children quest from officer jenny? It starts from there. Otherwise its the right building to the diner in the Underground. Im assuming you're on the painting thief quest so.

There's a dive spot to the right of the entrance of Aquamarine cave, in front of the backpacker and the crab. Try it, I think its that bcz im not too sure hahaha.
