Ah poop. Thank you for the help though. I'm stuck on the bug gym. Is the mystery egg event available before beating the bug gym and if so where is the event?

I've heard that you get Vulpix at the salon, and Ive watched a video, but I feel like the event isn't available to me yet. Do I have to do something to get the salon lady to have Vulpix? In the video I see Vulpix in the salon, but shes not there.
