Emolga is on the rooftop where you fought the traitor at the end of the massive battle in Balckview, so you can utilize that Motor Drive to slowly stall your foes out of PP or a Ground type like Krook or Flygon works well for this as well, in conjunction with things like a Fire Type for the Flamethrowers and Wisp and something like Toxicroak to absorb Rotom's Hydro-Pumps. If you absorb all her attacks like that, then you can beat her with all your mons intact.

Also, there's a trade for a Munchlax in Blackview that you can evolve and soak up most of her attacks thanks to its Special Defense and HP Stats.
