I think it only appears on the right half of East Gearen and it's a very rare encounter so you might have to keep looking for a while -

Well, Tesla and Karen are confirmed E8 members and I could see the boy with the latios being there too. I don't know if this is only in earlier releases of the game but in Tesla's Villa you could find an issue of this magazine about gym leaders and stuff that had him in the front page, so he must be related with the league in some way. Alexandra/April/Kristal might hold an important position too.

pokemon reborn Why are HMs still a thing in Pokemon Reborn?

I agree with what you said, but I have to point out that in Reborn you can overwrite hm moves without the need of the move deleter. It's still very annoying because you don't always have a useful tm for the pokemon in which you used the hm, but you can overwrite them. -

Not sure if it's intended, but I think that as of now egg moves aren't relearnable in Reborn. I also think there is a mod for that, if you're interested.

I mean with a team of ultra beasts you're probably plowing through the gym leaders.......... what's even the point of choosing intense mode in that situation. The only thing I gave myself for the bug mono is a dewpider and I feel cheaty enough for that.

It doesn't have an in-game explanation, but there is a reason for that. When the development of Pokemon Reborn started fairy type wasn't a thing, so a leader for that type had to be added later. Xe resulted to be such an active and helpful character with all of the restoration stuff that it's hard to imagine the game without Adrienn. I guess Florinia and Julia would've taken care of the city, but still.
