      I might think at the top floor of the area where you battle El. There should be some high level Unown there.

      go to the reborn city hall where you got your starter talk to the people in front of the counter you can continuously battle them they exsit for the purpose of grinding

      and yes you can battle them non stop just talk to them and also they change daily to a diffrent trainer for easier ev training
