Why is 95% of fan fiction terrible?
Because not everyone can be a competent writer. And even people with competent writing skills can make terrible books.

Sometimes I think people actually get mad at me for calling Reborn and Rejuv fanfiction.

I've mentioned in the past that Rejuvenation and Reborn are fanfictions too. But I consider them part of the 5%.
Eh 5 percent is a small number and personally I don't really see it in this personal 5 percent you speak of.
