You know, if I was in Light's shoes, I probably wouldn't have fallen for such an obvious trick.
Even as I watched this scene for the first time, I thought, "Light. That definitely isn't L. Why would he show his face on live television at a time like this?" And then my suspicions were confirmed.
It highlight's one of Light's major character flaws, though: He's extremely overconfident and arrogant. And that's actually what led to his downfall in the end, didn't it? He had too much faith in Mikami and the system he set up, and then Near found him out.
For this reason, this scene was extremely well written, and it's very necessary for Death Note's plot as a whole.

I still can't fully discount Matsuda's theory about Near using the Death Note to set Mikami's actions toward the end. It seems too big of a flaw for Light to not get Mikami to do a test of the notebook just to be sure everything was going right, though it could fall into the same category as this one (mainly too much arrogance).
