    Well if you don't got Counter, first do what @Jess said and common candy it down below the level it learns it and then go to these 3 places to train in order. Jasper Ward (try to get to to level 23 - 25), The cave where you fight Team Meteor to save Victoria but go where that battle took place (get to level 33 - 35) , then the last place the rock smash rocks in the cave in apophyl however you spell it (get to level 42 or 43).

    I know you can get one in the cave in front of that big door. It's a hidden item in one of the rocks.

    I would have to say Giovanni. He's sick of Team Rocket being failures. So he wants to take over the region and decides to travel over there and pretends to be an ordinary trainer. He discovers Team Meteor is causing trouble and keeps up his false niceness so he can have help to take them out. And then after they're taken out and he becomes Champion, he takes over the Reborn Region. (Yes, he's still evil)
