Wild encounter not working

i'm having the same problem, and I have no idea if this has some kind of fix and neither the reason why this happens -
this bug happened to me too, i had to revert the save to before i get in the train to go back to grand dream city and enter in the first door of the train, the second door aways led me to the tournament bug

i used arbok, a bit of luck, glare, and a LOT of luck xD
