I haven't done this event before, but I can't find Maxwell anywhere to start the quest (I've completed all the E17 storyline stuff). I heard you have to battle Archie somewhere, could anyone help me out here?

I used my Froslass's Blizzard to freeze the field, so teach it to your Walrein if it doesn't know it already It should make the battle a lot easier
