I got a riolu via jackpot and it has max happiness but it still doesn't evolve, what do i do?

Thx i would just continue using the starter randomizer but i have no luck and i wouldn't want to waste my time for a starter i wasn't hoping for -

Just wondering how would one access the mod menu per chance? -
sometimes when i use the starter randomizer it would say to draw a pokemon and then after i said yes i wouldn't get the Pokemon does that mean im version 9.1 or is that just an actual bug

im in GDC and im at right after huey mentions his sister, lavender going missing and rhondea mentions about inviting everyone to the cafe but when i went there there was no one, did i miss something?
