Hate to be a pain but where do you actually add item? It was not in the debug menu under the pokemon menu

Did we ever ascertain the increased chance of shinies in the roulette? I think the base game has an increased chance of seven-hundred in four-thousand and something but i got a shiny piplup on my first go. My first time playing this game and my first pick of a starter and i got a piplup (felt kinda disapointed) but i went to check its nature and IVs and it was purple . On that note i was also surprised to find that there are different shinies
