I think it checks to see if it has a fairy move too, kinda like how it would check to see if you're in an area with a mossy or icy rock. It might just need a fairy move and that alone will be good, but I'm not 100% sure.

I'm not sure. Considering Affection is different then happiness [Reborn doesn't have Pokemon-Amie or Pokemon Refresh]. My guess is that you'd need to max it's happiness as well as teach it a fairy move in Reborn, but I'm not 100% sure. As for Hyper Voice, I'm pretty sure a move tutor can teach it somewhere, but I'm not sure where.
