i went to the railnet and entered that room with the cracked wall. but there is no TM there. didn't see the flash

I Agree with you. it isnt mediocre at all. its is actually a good utility/Tactical Mon. parting shot is very useful. multi attack does fine damage maybe with a held item to boost it.
, missed out on it early in the game....please help.
