I recently beat the eighth gym and got access to 7th Street. After looking around for a bit, I realized I didn't have the mining kit, and went to the grand stairway underside to try and find it. The NPC that was supposed to give it to me is nowhere to be seen, and I've got no idea how to get it now! Could someone please help me resolve this issue?

I've gotten stuck with the quest where i need to return the dude's roggenrola. I evolved it thinking it wouldn't be necessary, but it was necessary for the mega ring. Would anyone have one and be willing to trade it to me?
