I got the murkrow in aqua alley, but in the magma alley, there is no houndour. Weather/time of day/etc doesn't matter, it's just not there. edit: im pre-restoration atm

I joined team aqua under the impression I'd be able to find a Houndour in the alleyway. I tried reading some pre-existing forums and got conflicting results of people saying it's just sitting in the alley wanting pokesnax, it's a rare encounter, it requires certain times/weather, etc. I can't get it to spawn via any method. Anyone have a modern, confirmed answer?
