So i know that youre supposed to buy some pokemon from the guy on 7th street and Arc did come and talk to me, but i cant find him at the grand hall where most youtube videos show him to be, im at the point in the story at the glass factory and decided to go out and train some more and maybe get a mega beedrill since i got the stone . Can anyone help me out?

So i want to change the nature of one of my pokemon, and i know you can do it with a heart scale using the pokemon psychologist on 7th street , i have the heart scale and when i interact with the guy all he says is " Do come around if you ever have a heart scale and want me to try and change a pokemons nature" Am i doing something wrong???
