Resolved the issue. The issue occurs when you have the A key bound to something else before entering the area. In order to fix this. Press F1 to go into your controls. Look for the unreadable control option as shown here, it should be in the bottom left, and bind it to a key. Optionally, you can restore your controls to default and click accept. Make sure to confirm the control change by selecting accept. Next, press the bound button, or the A key if you restored the controls to default. Press enter (in my version of the game, other keys did not work.) and you will finally be prompted with the menu to switch between characters.

V13.0.4 Nightmare City (hilarious bug)

You probably already did this. but seeing as no one replied I wanted to make sure you were told anyways. You will have to reload a save. You can find those here. C:\Users\Saved Games\Pokemon Rejuvenation Remove or backup the file named Game.rxdata and renamve one of the saves you made before to Game.rxdata. After that load up the game. -
As the title says, pressing the A button doesn't allow me to swap between them. I've done the fixes that were suggested (loading up a save before I entered) and this does nothing. Is there a fix for this? or maybe some things I can do with the debug to fix this. Would rather not restart the game as im doing a shiny only run on intense and it takes hundreds of hours to get anywhere.

Does the AI in v13 read your moves??

I know AI reads items, not sure about moves. However the AI will almost always react the same to a situation. so you can map out reactions while working through a difficult fight. -
When you get to that point, do you plan on using a silvally with bug plate? or does that not really count.

How do you get to the debug? is it a mod, script, or an option in the game? Managed to find it myself, debug is over here. Thank you formentioning the number though. To disable it, go to options, debug, switches, then go to 1409.

For me Froslass with destiny bond was a great problem solver. I cheesed my way through so many rift pokemon by just killing it with destiny bond. Meowstic for barriers is a must have, if you don't set up a barrier everything instakills you. Until late game crobat was amazing too, now even with good IV's and speed EV trained it gets outsped. A pokemon I feel like might be coming up as a strong one is my Curse baton pass umbreon. No attack moves but can set up like there is no tomorrow and takes barely any damage. Wish I could get calm mind on it though.

Issues after upgrading from V12 to V13

I managed to fix it on accident. But I have no clue how i did it. -
So, how is V13 supposed to be playable on intense then? on a side note, would you know how to downgrade back to v12 by any chance. I regret updating to V13 so much right now. Going into the GDC apartment allowed me to switch back to V12 without any issue. I think I will just play V12 until its very end before swapping over.
