Do I have to take it to wispy path when it's under a certain amount of HP or is there an item?

Yes, but he isn't there. He was before the quest, I even spoke to him, but then he disappeared.

I'm at the second part of the quest where you have to find the fishermen and bring them to goldenwood forest. I've found the one in Akuwa and the one on route 2, but the one in East gearen has completely disappeared. I saw him there before I started the quest, but now he's gone. Any ideas?
