So, I'm trying to get growlithe and get azuril before I fight ZEL and Taka, but there's a vine blocking the room, or at least a path to the room where the dead officer is in.

Should I quickly beat them and then go back to the library, save the growlithe, then march back to see the heather event? Or am I missing something?

Yeah I think you have to take out the Pulse Tangrowth so the Vines will disappear. I think by doing the steps you mentioned will work.

A library was placed in Rhodocrine Jungle next to Beryl Ward for Episode 13. It's in the place where the dead policeman is, right before the battle with Taka and Zel.

Yeah I remember when we didn't have street signs or wind animation. It's cool to see how much the game has progressed since it was first started.
