7th Street Help

I'm trying to continue the story(Of course), but i can't get the robed person in front of one of the buildings to talk to me, he just keeps shouting at the house/people inside.

Is there something i'm missing?

You need to explore 7th street by talking to everyone there.

Y'all are missing the point of this thread- you do need to get the guy in the robe to talk to you at least once to progress the story.

You've missed talking to someone somewhere? If I'm remembering right, the order is to talk to someone from the Gang you joined, then the junk dealer, then the guy in the robe. He also doesn't actually move out from in front of there for a while yet, so that's irrelevant for right now.
