Pichu missing?

I saw Pichu on the rooftop next to the rooftop garden, and watched a youtube video saying that the weather had to be windy to catch him. I made the weather windy, and now he's just vanished. Gone. Kaput. Is this a bug? Am I missing something?

Pichu is somewhat hidden. If you haven't caught it already it should be there.

Are you sure it has to be windy? Try during a clear day.

I caught him (started new with the update) I think it was windy but if it doesn't spawn leave and re enter that may help?
