Houndour?

So I've been running up and down all throughout the North Alleyway in Obsidia, where the Magma Gang is hanging out, and nada. Nil. Zilch. No Houndours. I saw about ten Mightyenas before I gave up and came here.

I know you can get one at the end of the Magme/Aqua gang line, but I'd rather get it now, while it won't be too far behind my team and while I can use it against Shelly. Do I have to actually beat the Aqua gang to "unlock" wild Houndours, or have I just been really unlucky?

There are no "wild" Houndours, there is only one and you must finish the gang war for it.

You either get it as reward for clearing the Magma Gang's questline or as an event in Magma Gang's hideout after clearing Aqua Gang's questline.
