On Bulbapedia, it says that Lunatone(the answer I was looking for) is the only Pokemon that learns Ice Beam and Blizzard, but not Icy Wind. Course, after checking, Tyranitar fits the bill too.... Vaporeon doesn't though >_< So eh, I think it was because of some shift between Gen 4 games, and the trivia is outdated, which is my fault. So N8 gets it.
