Ability Capsule

So a couple weeks ago I started looking for Tangela in the Rodochrine Forest. I caught one and it had near-perfect IVs, with max HP and 23-29 everywhere else. Just one problem, it's got Chlorophyll. I don't want to go looking all over again for a new one with Regenerator and I don't want to pass up those IVs, so I was just wondering how many years it's gonna take for me to get the Ability Capsule, or if I'm asking too much to think there even is one.

Check around the city there plenty hidden

For you the closest one I know about is a hidden item in the cave near the power plant. You'll need rock smash to get it though.

Edit: Wait scratch that, there's one under the grand staircase.

Oh. Well, I don't have access to either of those things just yet, but I'll definitely keep that in mind for when I do.
